Cuban Vice President Ricardo Cabrisas and Russian Defense Minister Sergey Shoygu addressed “promising areas for bilateral cooperation” during a meeting in Moscow.
The meeting between the two authorities focused on joint efforts to contribute to stability and security in the Caribbean region, the Russian Ministry of Defense said this Monday.
“The Russian defense minister stressed the importance of Russian-Cuban cooperation to guarantee stability and security in the region,” the defense department said in a brief press release.
According to the release, the parties addressed “regional and international security issues, as well as promising areas for bilateral cooperation.”

This is Cabrisas’ third visit to Moscow this year, after those he made last January and June. During the Cuban vice president’s previous visit to the Russian capital, the Kremlin promised it would provide “all kinds of help” to Havana to face the U.S. sanctions.
In recent years, Cuba and Russia have given a boost to their bilateral relations and signed cooperation agreements in various sectors, including transportation, communications, trade, energy and the military industry.
In addition, they maintain frequent contacts and exchanges through high-level visits, including that of the Cuban president to Moscow in November 2018, who invited his Russian counterpart, Vladimir Putin, to visit the Island.
The visit to Cuba of Russian Prime Minister Dmitry Medvedev is also expected this year.
Both governments maintain the same positions on international policy issues, global as well as regional, and support Nicolás Maduro as president of Venezuela, as opposed to the United States and 50 other countries, mainly from Europe and Latin America.

Last February it was reported that the Russian government approved and signed a loan of 38 million euros for the “sustainable development” of the Cuban defense sector. Director of the Federal Service for Military-Technical Cooperation Dmitry Shugaev explained then that the loan would go “to the development of technological cooperation and technical assistance to the Cuban side.”
Months earlier, during a visit to Moscow by Cuban Defense Minister Army Corps General Leopoldo Cintra Frías, the military commanders of both countries confirmed their intention to strengthen their bilateral relations and “develop practical cooperation.”
