As promised days ago when explaining the regulations referred to travelers’ luggage, today Oncuba comments in detail the new regulations established for parcels.
CALCULATION AND CURRENCY VARY
Starting next September 3, two new resolutions will come into effect: the already mentioned one of the Ministry of Finances and Prices and Resolution 122 of the General Customs of the Republic, introducing significant variations in the collection of custom duties on parcels received by individuals by air or sea transportation, through the post and by courier service.
Not only will the type of currency change for the payment demanded but also the calculation method of the value of remittances classified as miscellany according to the contents, on the bases of the physical weight.
The first of the above mentioned documents establishes that starting September 3 the custom duty for remittances with no commercial value will be paid in convertible pesos (CUC), exempting from payment the first thirty CUC ($30.00) that equal three kilograms (3 kg), according to the weight-value calculation.
Where does this calculation come from? From complementary Resolution 122, of the General Customs of the Republic. It rules that for articles that classify as miscellany imported by individuals in parcels of no commercial value, each kilogram (kg) will be equivalent to 10 CUC.
The customs resolution classifies footwear, clothes, food, toilet articles, imitation jewelry, linen, perfumes or similar products as miscellany. Articles that do not classify as miscellany are not weighed and are valued according to their invoice, declaration of value or an internal valuation list. It should be underlined that, despite their different calculation form, they are all considered within the value limit for the remittances.
That is, the total sum of the values of the articles in the parcel, in whatever way they may have been calculated, cannot exceed two-hundred pesos, according to Decree-Law No. 22 of 1979 on custom duties, which establishes this figure as a value limit for packages.
Once the value calculation of the parcel has been made according to the weight, up to 3 kg (i.e., its equivalent of 30 CUC, as above mentioned) will be exempt from payment. From this figure on, each gram will pay one CUC.
The Resolution of Finances and Prices establishes as transitory provision that the packages already in the national territory prior to September 3 but still pending dispatch on that day will be charged according to the presently valid tariffs and payment currencies.
